I must agree with you, but think about the time it would take to do so!
I expect there are just a few tempate files, but each page would have to be checked  |

TIB is quite KISSy, which keeps it quick. So it gets my vote (that it /doesn't/ need a redesign).

Well from poking around in the forums on Coder's Cauldron () I know that the forum colours can be easily changed. I dunno about the rest of the site though, especially things like the TIB logo.
A redesign could be interesting, but I find that this one is still OK  |

IB logo can't be that hard to change because it was changed for April Fools Day:

Actually, that prank was bloody hard, and only really changed the front page. And changing it is relatively easy compared to putting in a theming system that changes it on the fly.
